Diego Luis Córdoba was a black Colombian and a pioneer black participant in electoral politics in the country. Born in 1907, near Quibdó, capital of Chocó, Colombia's "black province" located in the northern Pacific coastal region, he studied law at universities in Medellín and Bogotá. At this time, Chocó's mainly black population was dominated economically and politically by a small white elite; however, a small educated black middle class was growing in the 1920s and 1930s, as some black families in the Pacific coastal region - and in other areas of significant black population, such as northern Cauca province - had the economic means to take advantage of improvements in communications and educational opportunities. He died in the year 1964.
